Parents of Murdered Woman Support Review of Stalking Laws

The parents of a young woman who was tragically murdered by her former boyfriend have expressed their approval of the proactive steps being taken to address law enforcement shortcomings in cases of stalking.

Clive and Sue Ruggles, whose daughter Alice was fatally attacked by Trimaan Dhillon following persistent stalking behavior, have endorsed a new review initiated by the Home Office and led by Richard Wright KC to evaluate the existing legal framework.

Alice, aged 24, was subjected to weeks of harassment by Dhillon after ending their relationship in 2016, culminating in a violent assault at her residence in Gateshead. The Home Office highlighted issues within police forces related to the identification and handling of stalking cases.

Richard Wright KC, who played a key role in prosecuting Alice’s killer, will spearhead the investigation. Clive and Sue emphasized their ongoing mission to prevent similar tragedies, acknowledging advancements like Stalking Protection Orders while recognizing the ongoing challenges in interpreting stalking legislation.

The Alice Ruggles Trust expressed satisfaction with the appointment of Richard Wright KC to oversee the review, commending his expertise demonstrated during the prosecution of Trimaan Dhillon. The Trust, in collaboration with the National Stalking Consortium, lauded the long-awaited review process.

Recent statistics from the Crime Survey of England and Wales revealed that 1.4 million individuals over 16 encountered stalking incidents in the past year. Advocates emphasized the need to address significant gaps in existing laws to effectively combat stalking.

The forthcoming review will assess the synergy between stalking and harassment laws, aiming to streamline the legal system for improved effectiveness. In response to mounting concerns, the government introduced six new measures last year to enhance stalking prevention, including empowering law enforcement to disclose stalker identities promptly.

Mr. Wright stressed the importance of robust legal protection for stalking victims to instill confidence in the justice system and encourage reporting of dangerous behaviors.
